My ISP throttles VPN's can I use MPPP?

I have just moved to Dubai, and the internet over here is less than OK. I have a 4mbps ADSL connection, but the national ISP throttles all VPN's to 25kbps. Its frustrating. I am able to achieve 25kbps throughput on VPN's from several machines simultaneously.

I was wondering if it is possible to set up a router that could establish a number of simultaneous tunnels and aggregate them to provide better throughput to my computers on my home lan.

have you tried to use another port?

I moved my sshd on my vps in the UK to port 1965 and I still get throttled at 25kbps on a ssh tunnel. Here is picture of the throughput

Its a pretty restrictive system they run here, I think everything that isn't handled by the ISP's proxy server is throttled.
