Would have to set up some sort of router and possibly a dhcp server to issue out the addresses. Because it's only 16 adresses, you could do static routing. 1 interface would recieve incomming packets that could be headed for any 1 of 16 IPs, the router then must route that traffice to the proper computer (this is usually done by connecting the router to a switch). I have never set this up, but that's the basic theory behind it.
how are the 16 computers connected to the Internet?
when you say that you'll be buying 16 addresses, will you have 16 specific address or are you just paying for the right to have multiple machines connected?
in many cases you can simply specify the IP address for each computer statically. the router between you and your ISP will handle ... well ... the routing to the machines.
(note that router and switch are pretty interchangeable in this context. there is one connection to the work and the device routes or switches between the multiple internal connections)
