It was a router problem this whole time. I had to disable dnsmasq, which I was desperately "playing" with, at one point, and then go to the services part, and choose to disable it as well. Now everything works correctly with the settings as before otherwise. I don't really know what dnsmaq is, but clearly it interferes with my DNS server, so I want it off and completely off.

DNSMASQ is a caching DNS server with built-in DHCP server. You cannot run it and bind on the same server, as they both need the same ports etc. I have never heard of either interfering with the other as long as they are on different hosts.
