Modify UDP receive socket buffer size for an open socket (not at system level, but socket level)

Am working on non blocking udp communication between 2 processes.
I could not understand how to modify manually even as super user, the recv socket buffer size through command line instead of using setsockopt() in program.

As a socket is a per process structure, I want to know how can this be done for the specific socket instead of using

sysctl -w net.core.rmem_default=8192 (or)

which indicate default values for a socket to be opened at system level but not for an already open socket.

Was the reply you received here adequate?
Modify it system-wide from the command line. [or] Modify it per socket from within the process. [only]

Not really. If the response that says, it is not possible is correct, the reason behind designing so/ design decisions would be appreciable.
