MAC address based client restrictions
 
How to restrict a client on using a certain amount of bandwidth only based on his MAC address ?

The server is running Debian 4.0 and has a 3Mbps link which is to be divided to 10 clients. If I want to limit the clients to use only 70Kbps per user. And also I donot want to have a client use the internet if his MAC address is not registered, then what packages should I install to help myself ? (The clients are all running Windows).

You might want to look into some sort of RADIUS server, such as FreeRADIUS.

EDIT:After further research, I'm not sure that a RADIUS server will do what you are looking for. The Squid Web Proxy Cache might be able to.
