Load balance 2 dial-up connections

Load balance 2 dial-up connections

Hi
I would like to know if one could Load balance two 56k dial-up connections among 12 users.
The CIR for one 56K account is estimated at an average of 3KB.
If one assigns 0.5 KB CIR for each user, how should Linux be configured so that the 2nd account connects automatically to the internet (when the last 6 users dial on)?

Thanks.
