linux traffic control filter based on next hop

if I have multiple next hop addresses in my routing table or in cases where there might be multiple routing tables with different next hop addresses , I would like to be able to specify tc filters that limit bandwidth based on this next hop IP addr.

Is this possible ?

The most common type of traffic shaping is application-based traffic shaping. In application-based traffic shaping, fingerprinting tools are first used to identify applications of interest, which are then subject to shaping policies. Some controversial cases of application-based traffic shaping include P2P bandwidth throttling
