linux router questions

1. how can i make a badwith cap per ip/macaddy ??
( for xpclient1 i want them to only upload at 3kb/s and download at 50 kb/s)
( for xpclient2 etc... etc.. etc..)

2. how can i see how much bandwith a certain client is using what packets are being sent to that machine ... etc..

i am using dhcpd and iptables masq....

if you need me to be more specific please ask

Here is a related article on bandwidth management for asdl. It sounds like limiting download rates doesn't work the best because you drop good packets coming from the modem.
