garbage memory? Whats your definition of garbage memory?
As far as I know, memory leaks could only occur if you are running a buggy program which keeps on eating more memory. Maybe you can use top to find out the culprit process.
If there is no such program and you are just worried about your system being slow, then some extra processes maybe running on your system. Depending on your distribution you might have a web server, ftp server, ssh server etc. running by default. You should stop such processes by editing your init scripts so that if your system is not a modern one then it should be able to breath atleast.
If not many program are running and still your system performance is slow, then it may have to do something with your system hardware. Maybe your RAM and CPU are not enough to bear all the load. There can be nothing wrong with the kernel, kernel has its own mechanism for garbage collection which is pretty sound.
If thats not the problem then please rephrase your question to make it clearer.
