Linux can not initialize second Nic card

I 've installed a second PCI nic card Dlink rtl8139 in my box Pent. I
166 Mhz. running linux redhat 6.2 kernel 2.2.14-22.
Used linuxconf to enable and config IP and subnet mask to eth1
with driver name rtl8139, activated but can not see my eth1 up with ifconfig (only eth0 and loopback are up).
When reboot the system, eth0 up OK but when it comes to eth1 it says "delaying eth1 initialization" [Failled]. What is my problem ? Both Nic cards are same model.
Please any one can help me ? Thanks in advance.
