Question Limitting packets transferring speed

Hello people,
I want to limit a transfer speed thru the eth0. Now my card alows 100 Kbps but I need to limit it up to 1 Kbps.

If it is important, I use both 8139cp and 8139cp modules for my netcard work.
Thanks,

Igor
