Limiting bandwidth to a windows pc


I really need help with this one. I need to limit the bandwidth of a windows user that is on a home network and I'm hoping there is a solution out there.

Here is the setup

A cable broadband connection being shared on a 4 port cable router. The windows user is on one of those connections and I would like to put a linux box (whichever distro can accomplish this) in between the cable router and the windows user to limit the downloading bandwidth speed. The other connections on the cable router have 2 ps2s and a redhat 9 box.

Obviously the cable router doesn't have this capability and since I have another box just sitting there I thought I would try and remedy this bandwidth abuse problem.

I did make an effort and read through some other posts but couldn't find anything that fits my scenario. What is the Linux answer to my problems??

you can also use CBQ or HTB. You have to make sure that the support for these is built into your kernel.
