Libreswan connection issue

I am trying to upgrade from OpenSwan to Libraswan and getting following error:
ERROR: netlink response for Add SA included errno 2: No such file or directory

Does reboot help solve the issue?

no. reboot was not helping. turns out it was missing kernel module
