lan configuration

Can anyone give me some insight as to why I cannot browse my other computer from the Lan I ahve tried mostyly unsuccessfully to get built, I am doing a peer to peer between mandriva 2006 and windows xp and have only been able to get it to work once, I am using Samba and and am using the workgroup mshome The green lights are on on both of the ethernet cards. I am using a network hub to connect the both of tthem , it is a linkys 10/100 5 port network hub. Iam usiong tcp/ip as the protocol with static network addresses. one other issue that maybe related is that I cannot get iptables to start in my Mandriva box and and dsl is listed as stop inside of the services panel under control panel . I would appreciate the help.

Which is the 'other computer'? Have you verified ip addresses and netmasks? If you trying to browse from Lin to Win are you supplying the username, password of the user currently logged into Win? iptables is off on the Lin box, but is there any firewall active on the Win box?
