KPPP connects but won't surf (rh9)

kppp will dial up and connect, but I can go no further.

I went an alternate route (/usr/bin/neat as root using the same info that I put into kppp) and got connected and surf (/usr/bin/redhat-control-network as user) just fine. But I really would like to use kppp.
