Prioritizing trafic with a Linux router

If I setup a linuxbox as a router/firewall would it be possible to set it up so that some IP's had higher priority over others.

For example if Box A was downloading a huge file and using 100% of my bandwidth. Then Box B came online and wanted to surf the net, normally Box B would have a very slow connection to the net since it has to compete with Box A. Would it be possible to give Box B higher priority so that to that user they would not even know some one was online?

I think there probably is prioritizing, but I am sure there is limiting the amount of bandwidth, called QoS, or quality of service. You have to enable it in the kernel and search around on google for "linux qos".

Sorry about the name,

Does anyone know if any of the router distros, like freesco(sp?) have configuration of these settings using their gui's?

I'm going to start looking, but I was wondering if anyone knew off the top of thier head.
