IPcop slowing down upload speeds


Hello,
Before I installed and got ipcop up and running. I was having 3mbps upload speeds. Now I am having .25mbps upload speeds. Is there anyway to increase that? My other router had no problems at all. Download speeds are fine but I do need upload speeds. Also it is disconnecting my IM's, etc. websites, and even loosing connection to internet on my PC's. What could be causing this?
