Question I think my ISP sucks, but not 100 percent sure

Ok, I really want your guys opiones on this. Often I connect to internet (via my trustly 56.6k external modem) it will work perfectly for about 2mins, I will get between 3-4.5k/s, then it will drop to somthing stupid like 0.5k/s and never recovers. This seems to happen more around mid-day (when I guess there would be more traffic)

First of all I thought maby it could have been somthing I have configured/misconfigured here, but then why would it work perfectly sometimes (Like now 10am).

Also it seems to be regardless of the connect speed I might connect as high as 46k or sothing like that, but regardless it works fine for about the first 2 minutes.

Any thoughts?

The speed connection between your house over the modem to your ISP is one thing. The bandwidth from your ISP (more likely overloaded at peak hours) to the world is another.
Advice:
Use a FREE trial ISP for a week or so (if there is any at your location) and compare.
