Let me get it straight. You have two valid IP addresses, one in Virginia and one in Argentina. There are private networks behind these IP addresses, right? And you are not using IP address ranges reserved for private networking. You are using 198.x.x.x instead?

You have really get things right from the beginning.
First, what kind of server is 209.13.141.x? Is it just a firewall/gateway or does it NAT? (198.x.x.x is public address and cannot be used for private networking. If it is then you are breaking rules and damaging interests of legit user of this IP address.)
Second, do you need access just to one computer behind that server or many of them?
Third, what kind of access this has to be (ssh, http, ftp etc.)?

209.13.141.x is a firewall server.
necessary to have access several scheme that are beh of this server
in the case are bridgh orinoco (access point)
I am thinking about creating a tunnel between these nets, I do not know which are the problems that could happen if treating to security....
do u know?
