htaccess not work on apache 2

I'm using apache 2 . I created a .htaccess to protect a web page

the content of .htaccess is

AuthType Basic
AuthName "Authentication Required"
AuthUserFile /etc/httpd/conf/.htpasswd
Require user admin

Then I created the .htpasswd with a acct admin

However, the apache didn't ask for authentication. I can still enter this protected page without asking me username and password.

What is the problem ?
