How to make connection to ISP on request only

Hi all folks,

Debian 3.0

Kindly advise how to make connection to broadband on request only and by registered users with password. On clicking a browser request for password will popup.

I have tried removing

"password" from /etc/ppp/ppp-secret as

but it did not work.

TIA

B.R.
