how to give notice page for web client


Greetings to All,
I want a page to display on client browser when my client send a request for any url . Hope you got my point what I want. simply I need to give any notice or such news . My most of users does not go and read the notice they directly open their browser and start surfing it is the only way to make them read the notice , I only want that page to display for 20 sec . Looking forward for your kind response.

On the server (pseudo-code, use whatever server-side language you like, optimize…):
Code:
if the session does not exist, then
  open the session,
  put a opening-timestamp in there,
  send the notice with a link to the requested URL;
else
  if the timestamp in the session is less than 20 seconds old, then
    send the notice with a link to the requested URL;
  else
    serve the requested URL.
It would be good for the notice to indicate the number of seconds to wait before the user shall click the link.
