how to create ssh tunnel?

I want to create ssh tunnel between my localhost and my remote sehll server to forward my web traffic throught this tunnel, lets assume my user names is "user" and the shell server is "shell.example.net".
any one please help me with the full command please?

Have you tried google? I literally googled the phrase you used as a subject and found numerous examples of exactly what you request.

you can also google for reverse ssh, there are some great examples out there that have step by step instructions as well as detailed why/how to properly configure.
