how to allocate bandwidth to two ethernet cards??


Hi, newbie needs some help here hope you guys out there can help me

i am about to set up a linux server that has an internet connection of 128 kbps, and i want to divide the connection between two networks lets say dept A and B both 64 kbps each. coz i dun want those two depts to chew up the bandwidth and blaming each other for heavy usage .

what i have heard from people is that i can do that using three network cards, one for the intenet connection, one for dept A and the other one for dept B. but i dunno how to do that ? is it using iptables? or merely setting up the network configuration or need any other software ?? any advice for me to start off with?

however i must not neccessarily use the above method, so if you have any suggestions for me ?
i 'll be glad to try it out
