How do I create a download limit (bittorrent)?

I have a problem when using bittorrent. It's no problem of course setting the upload limit via --max_upload_limit. But unfortunately it totally blocks all traffic because it uses all the download bandwith.

I know Netlimiter for Windows which is excellent at controlling bandwith for programs and specific ip's. I am new at linux so I don't know what programs/tools to use. I am using Fedora Core 1 - hope someone can help me out. thanks:-)
