How do I change roots umask?

I see in my default setting for umask in the /etc/profile

<---------begin code snippet----------->

if ! echo $PATH | /bin/grep -q "/usr/X11R6/bin" ; then
PATH="$PATH:/usr/X11R6/bin"
fi

ulimit -S -c 1000000 > /dev/null 2>&1
if [ `id -gn` = `id -un` -a `id -u` -gt 14 ]; then
umask 002
else
umask 022
fi

USER=`id -un`
LOGNAME=$USER
MAIL="/var/spool/mail/$USER"

HOSTNAME=`/bin/hostname`
HISTSIZE=1000

if [ -z "$INPUTRC" -a ! -f "$HOME/.inputrc" ]; then
INPUTRC=/etc/inputrc
fi

<---------end code snippet----------->

there should be a .bashrc or .profile file in every users home directory where you can specify the local settings. root should also have one
