How can I set up a telnet server on localhost with a login
I am working on a telnet default credential tester script for various edumacational reasons. Anyway, how do I set up my computer so that I have a telnet server that I can test my script on?

You tell us nothing about your system, so it's hard to say. Version/distro of Linux is needed, because how you enable something like this may be different from one version/distro to another. Read the "Question Guidelines" link in my posting signature.
Also worth mentioning that, unless your script is a *VERY* niche piece of software, you won't get much traction with Telnet. It is very, VERY insecure, and disabled/not-even-installed in pretty much every distro these days. Using SSH is a far better idea, and it's much easier to script for.
However, if you still want telnet, there are two telnet daemons in the repository: telnetd and inetutils-telnetd
Make sure that 1) it listens only to the localhost address and 2) you have port 23 blocked from the outside world on that machine. Disable it or turn it off or uninstall it when you are done.
