help with runnin pureftpd


I am new and i am trying to set up pureftpd in use with pureadmin. I can install both fine but when i try to add user, it asks if i want to create a password file and i select yes, then it gives and error of insufficient privileges. I run pureadmin in root but no differences, I just need a how-to for basic setup of users. Thanx in advance! I am runnin ubuntu by the way.
