Gaim - File transfer

I am trying to enable file transfer in Gaim. I can send/receive files from a total of two people. Not sure what the conditions are that make it happen. When I try to receive a file, this shows up in the debug window:

oscar: rendezvous with Bob, status is 0
dns: DNS child 1223 no longer exists
dns: Created new DNS child 2033, there are now 1 children.
dns: Host '<Bob's IP>' resolved
proxy: Connecting to <Bob's IP>:3310 with no proxy
proxy: Connect would have blocked.

When I try to send, i get this:

oscar: port is 5191, ip is 2130706433
oscar: Sent message to Bob.
oscar: rendezvous with Bob, status is 0
oscar: Bob tried to send you a file with incomplete information.

Anyone have any idea what this means?
