Please read the LQ Rules and the "Question Guidelines" link in my posting signature. You need to provide DETAILS when asking a question. You don't tell us what "proxy server" you're using, what it's running on, version/distro of Linux, what FTP client you're using with what settings, and what FTP site(s) you've tried, and/or even any error messages you're getting. What do you think we'll be able to tell you without knowing any of that?

A guess: it doesn't matter what proxy you're using, since a WEB proxy is for the WEB...NOT FTP. It has NO IDEA about any other protocols other than HTTP, and it never will. FTP runs on a different port, so either open that port in your firewall, or do some sort of redirection using iptables.

Sorry !! for not providing any information.
actually i am using Centos (6.6). i used "env | grep -i proxy" to find the proxy server, which shows
NO_PROXY=localhost,127.0.0.0/8
http_proxy=http://proxy.iisc.ernet.in:3128/
FTP_PROXY=ftp://proxy.iisc.ernet.in:3128/
ftp_proxy=ftp://proxy.iisc.ernet.in:3128/
all_proxy=socks://proxy.iisc.ernet.in:3128/
ALL_PROXY=socks://proxy.iisc.ernet.in:3128/
HTTPS_PROXY=https://proxy.iisc.ernet.in:3128/
https_proxy=https://proxy.iisc.ernet.in:3128/
no_proxy=localhost,127.0.0.0/8
HTTP_PROXY=http://proxy.iisc.ernet.in:3128/

and when i m trying to do a ftp using "ftp ftp.mosdac.gov.in" the error comes like
ftp: connect: Connection refused
this is happening with any other ftp site.

Please go back and re-read what you were asked before. We have NO IDEA what is running at your site on that server, do we? Is that Squid, another proxy server, a Windows system running something...what????

And unless you're the proxy server administrator/network administrator, there is absolutely NOTHING you can do to fix this, other than tell those people you're having trouble. Again, a proxy server is for WEB connections, NOT FTP. Unless you NAT that in your firewall/proxy, or open the port in your firewall, it won't work, period. Also, you STILL don't tell us what FTP client you're using, or how you're trying to access those FTP sites.

Please read the LQ Rules and posting guidelines...don't use text-speak and spell out your words.

And the OP has not said if they're using squid at all, so listing port 21 in an ACL is a total guess. Also, as the OP was told, Squid is a WEB PROXY, and DOES NOT handle the FTP protocol. That needs to be NAT'ed or opened in the firewall.
