can u elaborate ur problem?
which daemon u r using for ftp?
it seems u want to change the rights given to anon user (using ftp) for a particular directory
if this is your prob then u can change the group and owner rights of ur shared directory (ftp directory)
if u want to change the the rights given to the individual user, u can modify some entries of /etc/ftpaccess file like allow-retrieve upload/download etc
