FTP problem


Hi Everyone!
Have Linux box as firewall and in same time as www and ftp server. If i try to connect from internal network to ftp it goes fast, and if trying to connect from ext network it takes almost half inute to connect and after that there is no wisible decreasing in performance. My WWW server is running well, without any problems both on int and ext network.
Server is RH 7.2 ,FTP port 7020 (ftp-data) 7021(ftp) (my ISP is blocking 20 & 21 port) and my firewall config is looking like this:

ipchains -A input -s 0/0 -d 0/0 ftp-data -p tcp -y -j ACCEPT
ipchains -A input -s 0/0 -d 0/0 ftp-data -p udp -j ACCEPT
ipchains -A input -s 0/0 -d 0/0 ftp -p tcp -y -j ACCEPT
ipchains -A input -s 0/0 -d 0/0 ftp -p udp -j ACCEPT

maybe the reason is following:
very often the servers (f.ex. ftp servers) are asking connecting hosts about additional data using ident protocol (port 113);
then server is sending the request and -if this port is blocked- the request is dropped, so the server is waiting up to the (long) timeout

so, try to allow the packet forwarding (related to port 113) from your ftp server (and related responce) or just add
iptables -A OUTPUT -p tcp --dport 113 -m state --state NEW -j REJECT --reject-with icmp-port-unreachable
