Angry FTP failure


I have 2 servers that are connected to DSL and an internal network. One is Red Hat 7.0 the other is Red Hat 7.1. FTP on the 7.0 machine works well on both interfaces. It is set as a masq server using ip_chains. The 7.1 server FTP works well on the private interface but connections to the public interface are established but when you do a ls command the following is displayed.

227 Entering Passive Mode (xxx,xxx,xxx,xxx,93,87)
ftp: connect: Connection refused

On the 7.1 server I selected the highest level of firewall during installation. The private interface was selected as a trusted interface.

I have looked all over and have found nothing to help figure this out. Can someone point me in the right direction?
