ftp 500 error

I keep getting an Invalid Port Command error when i use FTP urls on my windows box, connected to my rh71 server. There's no firewall or anythign getting in the way, and i can connect to the net using any chat programs and such like... but FTP connections don't seem happy. Any ideas?

My ipchains is a simple copy all, not sure what else should be relevant...
