Find IP changes on hubbed LAN

Hello all,
How I can find the IP changes on a fully HUBed LAN?
And what's the way to forbid them?

What machines are on the LAN, how many, who has admin privileges, and wht the heck do you mean by "changes".

In case you are using a dhcp server (like the ISC dhcpd) you can appoint IP's to MAC addresses. This way only one IP can be used by one client.

The rest depends on the OS on each box.
