Question Fast with DSL Modem but Damn Slow to WinXP

HI to all helpers!

I deleted my windows and moved to Linux on my laptop. (Madrake 10 if it does matter).
Network Setup OK. (SiS 900 10/100 Fast Ethernet Controller with Static IP)
Eveything is Fine, when I connect to my Cable Modem.

But when I try to connect to my Win XP Workstation (dont kill me for that) i have a damn slow connection.

The Workstation has a Realtek 10Mbit Card set to TP-FullDuplex.

First I thougt Samba is slow. So I set up an FTP Server.
But there is the same problem.
Even when I start my Apache on Windows and connect from my Laptop.

I only get max 1Kb per Second.

Or do i have to post this in a Windows Forum?

Please help and excuse my English.
