Talking external modem always faster on Linux-Why?

I got an external Best Data modem plugged into the tty1 port. It has consistently ran faster under Linux(Mandrake, SuSE, KNOPPIX, Debian) than under my ancient Windoze98. I am greatful of course but have always wondered Why? Can anybody explain this little mystery to me?

I recently tested the same modem with Winzode 2000 professional edition and the connection speed was terrible, much worse than 98.
