Explanation of a phenomenon

Hi all, I have noted quite many times that when i start downloading a big file such as any distro's ISO, whether i am on Windows or Linux, in the initial few minutes the file downloads at staggering speeds and after that it stabilizes at 3.5 KBytes/sec. Now thats not an illusions, i have checked the number of bytes downloaded against time, and its _really_ fast at the start. Now my question is how come its that fast (upto 25 KBytes/sec constantly for few minutes) ?? Here is what Kppp shows

I'd guess it has something to do with SACK (Selective Acknowledgement) or the way transmission speed is calculated.
