Eth1 : Transmit timed out.. status 000000 resetting. WHY ?

I m having a ADSL router connected to my eth1 & with a static ip assigned to it. My ADSL router ip is 192.168.1.1 & i've got static ip at eth1 in bridged mode.

1. Eth1 : Transmit timed out.. status 000000 resetting.
Query : Why does this message flashes & keeps on flashing ?

2. When i do mii-tool -v eth1,
i get
eth1: 10 Mbit, half duplex, no link
product info: vendor 00:00:00, model 0 rev 0
basic mode: 10 Mbit, half duplex
basic status: no link
capabilities:
advertising:
Query: Why isnt there any link ?
Even though i am able to ping & access internet.

. When i am rebooting my box to windows 2k, i am getting 100 mbps speed on this ethernet card.
Query: why is it so that i donot get 100mbps in RHEL4.

Also to mention i did googled it but i'vnt got any results yet

Thanks
