eth0: Delaying startup?
 
After building a new 2.4.18 (I'm upgrading from 2.4.13) kernel with what I think are the correct settings for my network card (Kingston kne100 => tulip, works on 2.4.13), I get the message "Bringing up eth0: Delaying startup" while my initial services are starting.

Does this indicate a problem with my selection of network cards? Or is this simply something else? I can reason out two possible answers.....a) something is wrong with my card selection. b) this is some new security feature built into the 2.4.18 kernel that keeps network services in check until security is in place.

I've done a google search on the kernel switches without too much luck finding additional explanation.

Any assistance on what "delaying startup" of my network card means or even just a link to where I can find out more about the current kernel switches would be greatly appreciated.
