Eth link comes up after reboot

Hello,

I have problem with my PPC PCI cards. This card has two eth interface and loaded with linux 2.4.22 kernel. I have network monitoring process on it. When I unplug the cable from the eth1 for example, network monitor detect this error (as link is not up). But, when I boot the card when ETH cable unplugged, when the boot is completed, my network monitor sees Link is UP. However, cable is not there still.

I think there is Kernel problem. What do you think about this problem?

If you deliberately discard the cable, can't you reconfigure the device to just *not* come up on boot?
