error host already uses address - Centos 6

I just installed this new box, never used CentOS 6 before. This is for a server., I know the ip address is not in use.

I have turned off Selinux, and iptables.

but whenever I do a ifup eth0, i get

error, some other host already uses address 192.168.100.30

Only one NIC card on this box and no wireless.

Any ideas?

Thanks in advance
