error binding address/port

how do I find which process/program is using a specific address/port?

for example one of my program try to bind the address 127.0.0.3/53 but it seemed the program already in use. How do I locate the program/daemon using it and the pid, and maybe close it?

Use netstat -tlpn for TCP ports and netstat -ulpn for UDP ports.
