Exclamation Email sending problem when sent to some addresses


Hello!

I didn't have an idea to which category should be post this problem.
Here it was more or less closer.

The problem is, when sending email to some accounts does not reach receipent and mail delivery notice returns. The content of such message as below:
Hi. This is the qmail-send program at mx01.eu-bomca.org.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

<un@concept.kg>:
212.42.113.175 does not like recipient.
Remote host said: 554 5.7.1 Service unavailable; Client host [213.145.146.82] blocked using dul.dnsbl.sorbs.net; Dynamic IP Addresses See: http://www.sorbs.net/lookup.shtml?213.145.146.82

As you see receipent's address is un@concept.kg. The strange IP address of the mail server blocked by http://www.sorbs.net/lookup.shtml?213.145.146.82. What is the SORBS.NET? Why does it block our ip address? When I contacted by phone to the un@concept.kg's person, he told me that they never subscribed to www.sorbs.net's service.
Finaly, I want to say that mails don't reach email addresses with domain concept.kg and mail.ru and some others.
Maybe the problem lies in qmail's settings itself?
No idea.

Please advice smth...

try using a different mail klient.

The same error from different mail client.
I don't think the problem is in mail client...
