The partition splitter I was thinking of was fips (First Interactive Partition Splitter) because it comes with many distributions like Mandrake or RedHat in the DOS utilities directory. To split a partition with fips you would first defragment the disk, thus moving all of the information stored on it to the front of the partition. Then you would run fips and split the partition into two; one with windows stuff on it, and the other blank. The next time you boot Windows, you should see a new logical drive showing up which is inaccessible.
When you install your distribution you would use the partitioning tool to delete the partition you just made, and use the free space to create partitions for Linux.
