dsn=4.0.0, stat=Deferred: 421 Temporary failure, please try again later.

Occasionally receive this message when send emails. Does not seem to be email address related, in fact sometimes the email goes through.
Running sendmail-8.13.1-6.el4 on Red Hat Enterprise Linux ES release 4 (Nahant Update 6)
When the email goes through the dsn=2.0.0.
Any one have any ideas how to fix this?
