Does rebooting and turning off and then on the router and DSL modem...

renew my ip address? and, Does A MAC address ever change?

Not sure entirely about first question but as for MAC address; generaly no. They are tied to your ethernet card. You can however buy cards that let you set the MAC address to whatever you want.

If your DSL routers IP is dynamically assigned by your ISP and you reboot it you will likely get a new IP sometimes. I'm talking about the web side of the device.

You should be able to use a web browser to access the routers config page and look see. Whatever the default IP address for the router is.
Something like if wireless, if wired. Look at your instructs. I'm talking about the LAN side of the router. It's also probably your DNS server.
