Not all DNS servers will answer queries for data that is outside of the zones they host. All ISPs have their own recursive processing servers that work on behalf of their customers, but these are often different servers than what hand out the addresses for the ISPs servers to outsiders. On a related note, outsiders are unable to use most recursive servers.
Just because a few well-known DNS servers (with easy to remember IP addresses) server recursive queries for the world doesn't mean that's a common practice. In fact, it's extremely uncommon.
