dhcpd.conf question


Running Redhat Enterprize 2.1

eth0 internet
eth1 local

my ip address on eth0 changes, how can I fix it in the dhcpd file to ignore it?
the worst part is the whole subnet changes? any ideas

when rebooting I have to change the subnet so dhcpd will start so it will issue address on eth1. If I don't it will fail--Example:
subnet 68.45.23.0 or 68.215.34.0 , etc .
