dhcpcd, dns, and the local hostname
I run dhcpcd to get a local ip address from a netgear box running dhcp. It also runs a dns server and tells my system about it via the dhcp exchange. I can then access another system (WinXp) accross the network by hostname, but the dns server apparently isn't learning my linux system's hostname ('foo') The local system utilities know it (I can do 'ping foo'), but if I do 'host foo' I get no response, while both 'ping bar' and 'host bar' ('bar' is the WinXp host) work.

It would be helpful to know what "netgear box" you have. Even more helpful if you would provide links to its specs, description, & manuals.

I see no sign of it running a true DNS server here. I think it's just forwarding your DNS requests to yOur ISP.
I think what have is "NetBIOS deficiency anemia" -- The router is getting the hostname info through smb requests to which "foo" is not responding. Are you running Samba? & if so, is WINS enabled?
Code:
ls /etc/samba/ ## make sure smb.conf exists
grep -i wins /etc/samba/smb.conf
